heat (poverty)-related deaths…

My folks in Philly forwarded this article about “heat-related” deaths in the city of brotherly love.  From what I understand, most of the people that are succumbing to the heat are poor (and black).  Remember what happened during the Chicago heat wave of 1995?  These “weather related” deaths occur in the Winter as well.  What do all victims of these unfortunate situations have in common?  They are poor, and more oft than not, black.  That said, why does the press/media continue to use the term “heat/weather related deaths” when it seems that the real culprits are race and poverty?
